Chinese data supports shares but gains capped by Europe

LONDON (Reuters) - European shares hovered near a one-month high and Asian stocks jumped on Thursday, as a slew of Chinese data brightened the outlook for the world economy.

The more stable growth figures for China, coupled with recent good news from the United States on jobs and housing activity, have convinced many investors that a slowdown in world economic activity has at least bottomed out.

"There's definitely been a shift in investor sentiment towards the positive," said Richard Hunter, head of UK equities at Hargreaves Lansdown.

But the better mood is being held in check by worries about progress in Europe on measures to tackle the region's three-year-old debt crisis, as leaders from the 27-nation European Union gathered in Brussels for a two-day summit.

The FTSE Eurofirst 300 <.fteu3> index of top European shares was barely changed at around 1,117 points at the midsession but remained close to its best levels for nearly a month.

The same was true of London's FTSE 100 <.ftse>, the French CAC-40 <.fchi> and Frankfurt's DAX <.gdaxi>, which were oscillating between slight gains and losses.

U.S. stock index futures pointed to a similarly mixed outlook for Wall Street, where the better economic outlook is being offset by weaker corporate earnings resulting from the flagging growth seen in the last quarter. <.n/>

Asia-Pacific shares outside Japan <.miapj0000pus> finished the day with gains of 0.5 percent, however, their third consecutive daily rise, to stand at a seven-month high.

SUMMIT SILENCE

European leaders will try to bridge deep differences over plans for a banking union at their summit on Thursday, but no substantial decisions are expected. Moves to help Spain, Greece and Cyprus may come only at a finance ministers' meeting next month, officials have told Reuters.

Spain remains the most immediate focus of attention, with the market expecting it to ask formally for international assistance very shortly, clearing the way for the European Central Bank to begin buying its bonds.

The euro has risen nearly five percent since the ECB promised in early September to buy unlimited amounts of Spanish debt if the help were requested, and was holding onto these gains on Thursday to be just under $1.31.

"We are expecting some more upside in the euro as investors seem to get comfortable with the timeline about when Spain will seek a bailout and the ECB's bond-buying will be triggered," said Beat Siegenthaler, currency strategist at UBS.

The view that aid was on its way, which saw ratings agency Moody's affirm Spain's investment grade credit status earlier this week, allowed Madrid to sell 4.6 billion euros ($6 billion)of new debt on Thursday at yields sharply below those at a previous sale in September.

"Today's auction was well received because the markets believe the key domestic and external pieces for a bond-buying programme for Spain are falling into place," said Nicholas Spiro of consultancy Spiro Sovereign Strategy.

Ten-year Spanish bonds yields, which exceeded 7.6 percent in late July before the ECB promised to act, eased 8.5 basis points on the day, to 5.42 percent after the auction.

CHINA RELIEF

Commodities and other assets sensitive to demand from China saw gains on the rising prospects of a recovery in demand during the fourth quarter, when Beijing will also see its first big leadership change in a decade.

The data showed China's third-quarter gross domestic product grew 7.4 percent from a year earlier, which was below target but in line with expectations. However, September data for key areas like retail sales and industrial output did much better than forecast, pointing towards a recovery.

"The data for September suggests China's economy likely bottomed in July-August and is set to recover, and this will help ease fears about further downside risks to the Chinese economy," said Hirokazu Yuihama, a senior strategist at Daiwa Securities.

The Australian dollar, which is highly correlated to China's economic performance, touched a two-week high of $1.0397 after the data, and last traded at $1.0380.

The U.S. dollar also rose, touching a one-month high of 79.22 yen, as the improvement in U.S. housing and jobs markets left the Japanese currency to take the brunt of investor selling.

The dollar's appeal has been supported by the rise in 10-year U.S. Treasury yields to highs of 1.81 percent.

Among commodities, Brent crude oil, which is up about five percent this year as friction in the Middle East supports prices, gained 10 cents a barrel to be around $113.32.

But a rise in American crude oil stocks reported on Wednesday saw U.S. oil for November slip 15 cents to $91.97.

Three-month copper on the London Metal Exchange hit a one-week high of $8,260 on the Chinese data before settling to be 0.2 percent up at $8,237.25 a tonne.

Gold was trading nearly flat at $1,750 an ounce as investors preferred to wait for the outcome of the EU summit. ($1 = 0.7621 euros)

3. I always get inspired.? Just seeing pages, products and being "around" other scrapbookers makes me super excited to want to make things.

4. I love the interaction between teachers and students after each class.? And the intereaction with other scrapbookers is golden.? It is super to be in an environment where everyone else is super excited about scrapbooking or photography like I am.?

5. And, if I miss any of the classes (I will have family visiting this weekend) I can view them again later.? Awe. Some.

Vote-by-mail fail? Experts register concern

The good news about voting technology is that the upgrades put into place since the controversial 2000 presidential election have made ballot tallies twice as accurate as they were?? but the bad news is that the rise of early vote-by-mail systems could erode those gains.

That's the assessment from the Caltech-MIT Voting Technology Project, which has been monitoring voting technology and election administration nationwide for nearly a dozen years ??ever since the "hanging-chad" debacle of the Bush vs. Gore election. Coming less than three weeks before this year's Election Day, the project's latest report includes some recommendations that could improve the election process in as little as two years.

But first, project co-director Charles Stewart III, a political science professor at MIT, wants to celebrate the good news.

"Voter registration is gradually getting better," he told me. "Voting machines are clearly better. This is a voting-technology feel-good story. We're getting the voter registration process into the 20th century, if not the 21st century."

Twelve years ago, the presidential election's outcome was plunged into doubt due to Florida's poorly designed butterfly ballot. The controversy?sparked a Supreme Court ruling that decided the election, as well as a multimillion-dollar federal program to upgrade voting technology. Back then, the "residual vote"?? that is, the discrepancy between votes cast and votes counted?? was 2 percent nationwide. That number dropped to 1 percent by 2006, thanks in large part to the replacement of punch-card and lever systems with more reliable systems.

For a while, all-electronic voting systems flourished ? but after a series of scandals, election officials have been gravitating toward optical-scan machines and paper ballots, which measure up as the most reliable voting systems that are out there.

Due to these upgrades, Stewart said the possibility of a Florida-style situation "is much lower now than it was 12 years ago."

Now the bad news...
Even as the report celebrates those gains, it raises concerns about another voting trend: the growing popularity of no-excuse-needed absentee voting, also known as early voting by mail. Oregon and Washington state have gone to a strictly vote-by-mail system. In seven other states (Colorado, Nevada, Texas, New Mexico, Tennessee, North Carolina and Georgia), more than half of all ballots were cast before Election Day in 2008 ? with many of them sent in the mail.

The report says that election officials should discourage no-excuse-needed absentee voting and "resist pressures to expand all-mail elections."

Why are the experts so down on the uptrend? A long-running study in California has shown that the residual vote rate for absentee ballots is 2.2 percent for presidential races, and even higher for other races and propositions. That's worse than the average in 2000. "The improvement we've gotten by having better voting machines in the precincts may be given back by having more and more people voting at home," Stewart said.

The reasons behind the high error rates include potentially confusing instructions for filling out the ballot, plus the fact that there's no opportunity to catch improperly filled-out ballots at the polling place and give the voter a chance to make corrections. Even the mailing process can play a role: Stewart referred to demonstrations showing that pencil marks can become smudged when the ballot is folded, put in an envelope and run through a postal processing machine. (Note to self: Use ballpoint pen to fill out ballot.)

If you want to cast your vote early and make sure that it counts, it's better to do it in person at an early voting site than to mail it in, Stewart said.?

A solution for voter ID?
This year's report also addresses the controversy over voter identification at polling places. Republicans generally favor more stringent ID requirements, such as showing a government-issued photo ID; Democrats generally voice concern that such measures suppress the vote. The?report notes that the "debate over voter identification and associated claims of election fraud may become one of the most important issues of the 2012 presidential election."

To balance those concerns, Stewart and his colleagues suggest shifting the burden for identification from the voter to the state. Each state could match up its voter registration database with photos from driver's licenses and other photo-ID databases to create "electronic pollbooks." Pollworkers could confirm a voter's identity by checking the photo that's in the pollbook. If the voter doesn't already have a photo ID on file with the state, a picture could be taken at the polling place and associated with a voter's affidavit of identity for future reference.

"Exactly the system we're talking about hasn't been done, but I think the technology for this is just a stutter step away," Stewart said. The report says such a system could be implemented in some states by 2014, and in most others by 2016.

The MIT-Caltech group also recommends that election officials conduct routine post-election audits to gauge how well they're doing, and use the results to guide corrective actions for future elections. Some activists might want to go so far as to hold up the certification of election results until audits are completed, but "right now just getting localities to do the audits is the first hurdle," Stewart said.

The report acknowledges that some of the recommendations may raise privacy issues for lawmakers to consider at the federal and state level. "You have to think seriously about these tradeoffs," Stewart said.

How about Internet voting?
For now, the concerns about computer security are too great to allow for widespread voting via the Internet, the report says. Some states let military personnel submit their absentee ballots online, or via e-mail or fax. But it's more common for states to let voters obtain a blank ballot over the Internet but require them to submit the filled-in ballot via postal mail.

"The official word [in the report] is that there shouldn't be completed ballots transmitted electronically until the security issues are dealt with," Stewart said. "We also think there should be further research into the security of Internet voting?? and if those security issues do get solved, then it might be a different kettle of fish."

Obama comes out swinging after debate - in swing states

MOUNT VERNON, Iowa (Reuters) - President Barack Obama hit rival Mitt Romney hard on women's issues as he headed back on the campaign trail on Wednesday after a spirited debate performance that re-energized his bid for a second term.

A day after a much-improved performance in the second of three presidential debates, a revitalized Obama continued sparring with his Republican opponent, making fun of Romney's comment that he had received "binders full of women" to consider for cabinet positions when he was governor of Massachusetts.

"I've got to tell you, we don't have to collect a bunch of binders to find qualified, talented driven young women ready to learn and teach in (science, technology and engineering) right now. And when young women graduate, they should get equal pay for equal work," Obama, relaxed and smiling in shirt sleeves and a loosened tie, told 2,000 people at Cornell College in Iowa.

With 20 days to go until the election, Obama campaigned in Iowa and Ohio while Romney was in Virginia - all important "swing states" that can go to either candidate on November 6.

In Chesapeake, Virginia, Romney said Obama has failed to help women get well-paying jobs and also accused the president of failing to produce a second-term agenda.

"Don't you think it's time for them to finally put together a vision for what he'd do in the next four years if he were re-elected?" Romney asked about 3,500 supporters outside a community college.

Romney scored points of his own during Tuesday night's debate when he focused on middle class economic struggles and listed promises he said Obama failed to keep from his 2008 campaign.

Both sides claimed victory, but most polls gave a badly needed edge to Obama, who saw his lead in polls contract sharply after a lackluster performance in the first debate October 3.

Voters said Obama outperformed Romney by a substantial margin on Tuesday night, according to a post-debate Reuters/Ipsos survey: 48 percent to 33 percent.

"This will give the president a bit of a bounce and a little bit of an edge, but it's going to be quite close right down to the wire," Notre Dame University political science professor Michael Desch said.

The final presidential debate is scheduled for Monday in Boca Raton, Florida.

OBAMA HOLDING SLIM POLL LEAD

Obama leads Romney by 47 percent to 44 percent among likely voters, according to Wednesday's Reuters/Ipsos daily online tracking poll. His 3-point lead was unchanged from Tuesday, with most of the interviews done before the latest debate.

A Rasmussen Reports tracking poll of 11 swing states had Obama leading Romney by 50 percent to 47 percent on Wednesday.

Obama needs strong support from women voters if he hopes to beat the Republican, and he made sure to appeal to them during the debate by bringing up contraceptive rights and his push to ensure pay equity.

Analysts said Obama did particularly well on women's issues, boosted by Romney's awkward "binders" statement, which lit up social media. The mock Twitter account @RomneyBinders amassed more than 33,000 followers, and a Facebook page "Binders Full of Women" attracted more than 303,000 "likes."

Romney, a former private equity adviser, hit back by contending his business experience will help women, and all Americans, by bolstering the sputtering economy.

His campaign also released new television advertisements directed at women.

One outlines Romney's stance on abortion and contraception, which is more moderate than that of many Republicans. In the ad, a woman directly faces the camera and talks about Romney's support for contraception as well as abortion in cases of rape, incest or a threat to a mother's life.

A second, called "Humanity," features women who worked for Romney when he was governor of Massachusetts talking about his sensitivity to women employees.

Analysts also said Romney bungled on foreign policy when he mischaracterized - and was corrected by the debate monitor - Obama's initial remarks on last month's deadly attacks on diplomatic facilities in Libya.

Obama took advantage of the moment to accuse Romney of politicizing the deaths of four Americans.

Polls show the economy is an area in which voters view the two candidates similarly, or give the Republican an edge. But Obama has been helped recently by some positive economic news.

On Wednesday, the Commerce Department said groundbreaking on new homes surged in September to its fastest pace in more than four years, a sign the sector's budding recovery is gaining traction and supporting the wider economic recovery.
