Egypt's constitution seen passing in referendum

CAIRO (Reuters) - Egypt extended voting by four hours on Saturday in the second and decisive round of a referendum that was expected to approve the country's new Islamist-drafted constitution after weeks of protests and violence.

Islamist supporters of President Mohamed Mursi, who was elected in June, say the charter is vital to move Egypt towards democracy, nearly two years after an Arab Spring revolution overthrew authoritarian ruler Hosni Mubarak.

It will help restore the stability needed to fix an economy that is on the ropes, they say.

But the opposition says the document is divisive and has accused Mursi of pushing through a text that favors his Islamist allies while ignoring the rights of Christians, who make up about 10 percent of the population, as well as women.

"I'm voting 'no' because Egypt can't be ruled by one faction," said Karim Nahas, 35, a stockbroker, heading to a polling station in Giza, a province included in this round of voting which covers parts of greater Cairo.

At another polling station, some voters said they were more interested in ending Egypt's long period of political instability than in the Islamist aspects of the charter.

"We have to extend our hands to Mursi to help fix the country," said Hisham Kamal, an accountant.

Queues formed at some polling stations around the country and voting was extended by four hours to 11 p.m. (2100 GMT).

Unofficial tallies are likely to emerge within hours of the close, but the referendum committee may not declare an official result for the two rounds until Monday, after hearing appeals.

CHEATING ALLEGED

As polling opened on Saturday, a coalition of Egyptian rights groups reported a number of alleged irregularities.

They said some polling stations had opened late, that Islamists urging a "yes" vote had illegally campaigned at some stations, and complained of irregularities in voter registration irregularities, including the listing of one dead person.

The first round of voting last week resulted in a 57 percent vote in favor of the constitution, according to unofficial figures.

Analysts expect another "yes" on Saturday because the vote covers rural and other areas seen as having more Islamist sympathizers. Islamists may also be able to count on many Egyptians who are simply exhausted by two years of upheaval.

Among the provisions of the new basic law are a limit of two four-year presidential terms. It says the principles of sharia law remain the main source of legislation but adds an article to explain this further. It also says Islamic authorities will be consulted on sharia - a source of concern to Christians and other non-Muslims.

If the constitution is passed, a parliamentary election will be held in about two months. If not, an assembly will have to be set up to draft a new one.

After the first round of voting, the opposition said a litany of alleged abuses meant the first stage of the referendum should be re-run.

But the committee overseeing the two-stage vote said its investigations showed no major irregularities in voting on December 15, which covered about half of Egypt's 51 million voters.

There was no indication on Saturday that the alleged abuses were any worse than those claimed during the first round.

MORE UNREST

Even if the charter is approved, the opposition say it is a recipe for trouble since it has not received broad consensus backing from the population. They say the result may go in Mursi's favor but it will not be the result of a fair vote.

"I see more unrest," said Ahmed Said, head of the liberal Free Egyptians Party and a member of the National Salvation Front, an opposition coalition formed after Mursi expanded his powers on November 22 and then pushed the constitution to a vote.

Protesters accused the president of acting like a pharaoh, and he was forced to issue a second decree two weeks ago that amended a provision putting all his decisions above legal challenge.

Said cited "serious violations" on the first day of voting, and said anger against Mursi and his Islamist allies was growing. "People are not going to accept the way they are dealing with the situation."

At least eight people were killed in protests outside the presidential palace in Cairo this month. Islamists and rivals clashed on Friday in the second biggest city of Alexandria, hurling stones at each other. Two buses were torched.

The head of the Muslim Brotherhood, an Islamist group that represents Mursi's power base, said the vote was an opportunity for Egypt to move on.

"After the constitution is settled by the people, the wheels in all areas will turn, even if there are differences here and there," the Brotherhood's supreme guide, Mohamed Badie, said as he went to vote in Beni Suef, south of Cairo.

"After choosing a constitution, all Egyptians will be moving in the same direction," he said.

The vote was staggered after many judges refused to supervise the ballot, meaning there were not enough to hold the referendum on a single day nationwide.

The first round was won by a slim enough margin to buttress opposition arguments that the text was divisive. Opponents who include liberals, leftists, Christians and more moderate-minded Muslims accuse Islamists of using religion to sway voters.

Islamists, who have won successive ballots since Mubarak's overthrow, albeit by narrowing margins, dismiss charges that they are exploiting religion and say the document reflects the will of a majority in the country where most people are Muslim.

Serious concerns have been raised about chemical weapons in Syria as unnamed US officials on Wednesday told NBC News that Syrian forces have loaded sarin, a deadly nerve gas, into bombs that can be dropped by planes.

The officials said the bombs had not been loaded onto planes and there was not yet a decision from Syria's leader to use them.

President Obama has said the use of chemical weapons in Syria is a ?red line? that would draw the US into the war. Embattled Syrian President Bashar al-Assad has denied that he?s planning to use them, unless international forces intervene. And Syrian officials have called recent accusations a ?pretext for intervention.?

The international community is now debating if and how to respond to this latest development.

As the situation unfolds, for many unfamiliar with sarin gas there may be some question as to what it is and just how deadly it can be. Though it?s classified as a weapon of mass destruction and is extremely lethal, it is not in the same league as nuclear weapons.

?Chemical weapons are not nuclear weapons. In order to produce a lot of damage they have to be distributed very efficiently. The problem with them is that they can be very deadly and efficient if used in population centers and their effects are indiscriminate,? says Daryl Kimball, executive director of the Arms Control Association.

?The explosion of a single chemical shell would not necessarily be a catastrophe if it went off accidentally at one of these storage sites, but the deliberate use of one chemical shell in a population center could be very deadly,? adds Mr. Kimball.

Sarin is a colorless and odorless nerve agent that can be attached to missiles and artillery rounds and is primarily lethal when inhaled but can also penetrate skin and clothing.

It evaporates quickly, though under the right conditions it can linger for up to five days. As a result, a sarin attack requires little clean up and areas affected by sarin can be quickly reoccupied, making it a desirable weapon for military units looking to advance without destroying infrastructure and equipment.

It was first developed in Germany in 1938, but there was no known use of it as a weapon, until 1988 when Iraq used it against the Kurdish town of Halabja. The Iraqi military is also believed to have used sarin against Iran during the war between the two countries that spanned from 1980 to 1988.

Most recently, it was used by the Japanese group Aum Shinrikyo which manufactured their own form of impure sarin gas and released it on the Tokyo subway in 1995. The attack killed 12 and injured at least 5,500 people.

It?s unclear exactly how much damage would be caused were Syrian jets to drop bombs filled with sarin gas on an apartment block or populated area, but experts say the attack would likely be lethal and devastating, creating a major impact.

Scientists create new approach to destroy disease-associated RNAs in cells

Dec. 20, 2012 ? Scientists from the Florida campus of The Scripps Research Institute (TSRI) have developed a new approach to alter the function of RNA in living cells by designing molecules that recognize and disable RNA targets. As a proof of principle, in the new study the team designed a molecule that disabled the RNA causing myotonic dystrophy.

The study, published online ahead of print on December 20, 2012 by the journal Angewandte Chemie, reports the creation of small molecules that recognize disease-associated RNAs, targeting them for destruction. Since small molecules are cell-permeable, the approach could have benefits over traditional methods of targeting RNAs for degradation, such as antisense or RNA interference (RNAi).

"We're excited about these results," said Matthew Disney, an associate professor at TSRI who pioneered the research. "This approach may allow for the inactivation of many cellular RNAs by small molecules and potentially lead the way to a whole range of novel therapeutics."

It's well known that gene expression can be controlled by triggering the degradation of messenger RNA -- the blueprint for the production of proteins. This is accomplished through the recruitment of compounds that cleave or split the molecule. While several compounds can induce RNA cleavage in vitro, this has not been accomplished efficiently in living cells -- until now.

In the new study, Disney and Research Associate Lirui Guan attached a rationally designed small molecule that targets the RNA that causes myotonic dystrophy type 1 with a molecule that produces hydroxyl radicals. Upon the small molecule's recognition of the target, a hydroxyl radical was released that cleaved the disease-associated RNA, alleviating the disease-associated defects. Disney noted that, despite the compound's producing a highly reactive species, the compounds are non-toxic at relatively effective doses.

The team accomplished this feat through what Disney calls a bottom-up approach to targeting RNA.

"We first identified the preferred RNA structural elements or motifs that bind to small molecules," he said. "Then we looked at these elements in RNAs that cause disease and designed a binding molecule with increased affinity and specificity for those elements."

Myotonic dystrophy type 1 involves a type of RNA defect known as a "triplet repeat," a series of three nucleotides repeated more times than normal in an individual's genetic code, resulting in a number of protein splicing abnormalities. Symptoms of this variable disease can include wasting of the muscles and other muscle problems, cataracts, heart defects and hormone changes.

The applications for this new approach could include cancer treatment in conjunction with other therapies, Disney said. The approach could also be used to create chemical probes of RNA function or to develop tools to probe RNA structure -- provided, of course, that the RNA-binding preferences of the small molecules involved were well defined.

A MetroFocus Solutions story. The ASPCA?s temporary animal shelter may convince residents with pets to evacuate during emergencies. MetroFocus airs December 19 at 7 p.m. on WLIW21, and on December 20 at 8 p.m. on NJTV and 8:30 p.m. on THIRTEEN.

During the Hurricane Sandy, the ASPCA assisted almost 16,000 pets through mobile clinics and pet supply distribution. They also rescued more than 300 animals from damaged homes to reunite them with owners. Pets were allowed in emergency shelters during Hurricane Sandy but as the shelters started to close, the ASPCA came up with an innovative idea to keep the animals safe, warmed and cared for?a temporary boarding facility.

The ASPCA took animal in at locations in Far Rockaway, Coney Island and Staten Island and brought them to a shelter at 1508 Herkimer Street in East New York, Brooklyn, that opened on November 17, thanks to a $500,000 gift from talk show and food celebrity Rachel Ray.

While there, the pets receive veterinary service, food and care until their owners are able to take them back to their homes. The population at the boarding facility is currently hovering around 200 animals.

ASPCA organizers originally anticipated the facility would stay open for 30 days but due to the level of the disaster, they have extended that time frame to Jan. 6, 2013. They are beginning to plan long-term solutions for animals permanently displaced or abandoned as some owners have not come forward yet to claim their pets. Owners are being asked to sign a form indicating that they will pick up their pets by Jan. 6; pets not retrieved by then will be considered abandoned. An online gallery of? ?lost? pets at the emergency center includes strays originally taken in after Sandy by Animal Care & Control facilities.

One way pet-owners can prepare for the future emergencies is to decide in advance on a location for your pet to take refuge, such as at a friend?s home. The ASPCA also advises pet-owners to mount rescue stickers on a window that details the number and type of pets in the home. Keeping a pet?s medical information, such as vaccination records, in an easy to reach place is also important.

In addition to operating its own shelter, the ASPCA is also offering grant funding to affected animal welfare organizations in the area.

Snow and flurries hit part of the state Wednesday, but the story for the Albuquerque area was the cold wind.

Blowing, blustery gusts of wind rattled Albuquerque all afternoon. While it may not look a lot like Christmas just yet, most people who bared the elements said they do not really mind.

"This is wonderful," Keith Davis said, as he stopped for gas.? "It's New Mexico, that's what it does in New Mexico, it blows. It blows wind."

Others shared a similar feeling.

"It's just windy here in what, one out of four days, we get it," John Harp said, as he was out running errands.

Another man said the wind doesn't bother him a bit, adding, "I'm used to it."

Over in Edgewood, light flurries blew in with the wind, making it a challenge for some to get around.

"When the kids stepped out a while ago, boom, on the booty," Christie Green said, as she explained how her children fell down.

Driving was another challenge.

A car flipped over off the side of the road in Sedillo Hill. About 15 miles west of Grants near I-40, several big rigs jackknifed as they tried to make their way through the high winds and heavy snow.

"Very, very windy, in fact almost ridiculously so. Is that normal for New Mexico?" Patrick Wade, who is from Alaska, questioned.

Normal or not, the wild weather was a good reminder to hold onto your hats and those holiday decorations people have worked on so hard this year.

"This is just part of living in New Mexico I think. This is just how it goes, isn't it," Harp said.

(Reuters) ? The owner of interactive television pioneer OpenTV sued Netflix Inc on Wednesday, alleging the company infringed on patents that cover technology underpinning the fast-growing Internet video sector.

Switzerland-based Kudelski SA, which owns OpenTV, said in its lawsuit that Netflix infringed on seven U.S. patents covering aspects of over-the-top TV technology (OTT), including: the use of viewer information to make recommendations; digital rights management; and video playback.

Kudelski tried for about a year to encourage Netflix to discuss licensing its patents, but the video streaming company has so far not played ball, according to the lawsuit, which was filed on Wednesday in the U.S. District Court for the District of Delaware, a common venue for patent cases.

?Companies like Netflix have, in essence, stood on the shoulders of giants, largely focusing their RD efforts on aggregating these previously patented technologies and using them to provide a rich customer experience,? Kudelski said in the complaint.

Netflix spokesman Joris Evers declined to comment.

Netflix shares fell 1.7 percent to close at $93.9785 on Wednesday.

The suit comes amid a boom in digital TV shows and movies delivered over the Internet to smart TVs, tablets and smart phones. Netflix, whose iconic red envelopes have come to symbolize the DVD delivery-by-mail market, introduced video streaming in 2007, 10 years after the company was founded, and quickly grew into a market leader.

But the market is getting crowded, and Netflix is being chased by Amazon.com Inc and Wal-Mart Stores Inc?s Vudu service, as well as streaming video website Hulu, which is owned by Walt Disney Co, News Corp and Comcast Corp.

Apple Inc, the world?s largest computer maker by market value, is also widely expected to enter the smart TV market, spurring further growth.

The Internet TV sector shares some attributes of the smartphone business, with over a decade of innovation and patents produced by companies that are no longer dominant.

Grant Moss, CEO of patent broker and advisory firm Adapt IP Ventures, expects a repeat of the recent smartphone patent wars, but on a smaller scale.

?The frequency of these cases will increase dramatically? because of recent, high-profile Internet video content distribution deals, new ways of making money in the sector and new entrants,? Moss said.

?But I don?t see the financial value of the individual cases being as significant as those in the smartphone market,? he added.

Kudelski, which has developed and acquired a range of movie and digital TV technologies over several decades, generates more than $700 million in annual revenue and employs about 3,000 people worldwide. The company is a player in streaming video by virtue of its 2010 acquisition of San Francisco-based OpenTV.

OpenTV, which began in 1996 as a joint venture between Thomson Multimedia and Sun Microsystems, develops software that helps run more than 200 million TV set-top boxes. It competes with NDS, which was acquired by Cisco Systems Inc for $5 billion in July.

Thomson Multimedia is not related to Thomson Reuters.

In May, Kudelski hired Joe Chernesky from Intellectual Ventures, a patent investment firm, to run an intellectual property unit managing a portfolio of more than 3,000 of the company?s patents. OpenTV owns more than 800 of these patents.

?We have been developing technologies for over 20 years to enable the delivery of video content and have an early and broad patent portfolio in the field,? said Chernesky. ?We intend to aggressively defend our patents.?

NETFLIX PATENTS

Netflix owns 14 patents that focus mostly on technology supporting its DVD-by-mail business, such as online ordering and assembling an online movie queue. The company has one U.S. patent with claims related to video streaming, while Amazon has 22 U.S. patents with claims related to multimedia streaming, according to an early November review conducted by patent advisory and research firm Envision IP.

It usually takes several years to win approval for patents to support new technology, which is why Netflix currently has more intellectual property backing its older business, according to Envision IP founder Maulin Shah.

Shah said Netflix has 32 pending patent applications that cover technologies to improve on-demand streaming video delivery. Netflix earlier this year also hired T.J. Angioletti, Oracle Corp?s chief intellectual property counsel, to help with its patent push.

Still, pending patents are usually of limited use in patent litigation and it is unclear whether Netflix?s applications will be approved, Shah added.

From super to ultra: Just how big can black holes get?

Dec. 18, 2012 ? Some of the biggest black holes in the Universe may actually be even bigger than previously thought, according to a study using data from NASA's Chandra X-ray Observatory.

Astronomers have long known about the class of the largest black holes, which they call "supermassive" black holes. Typically, these black holes have masses ranging between a few million and a few billion times that of our sun.

This new analysis of the brightest galaxies in a sample of 18 galaxy clusters suggests that the masses of at least ten of the supermassive black holes in these galaxies are ultramassive, in that they weigh between 10 and 40 billion times the mass of the sun. Astronomers refer to black holes of this size as "ultramassive" black holes and only know of a few confirmed examples.

"Our results show that there may be many more ultramassive black holes in the universe than previously thought," said study leader Julie Hlavacek-Larrondo of Stanford University and formerly of Cambridge University in the UK.

The researchers estimated the masses of the black holes in the sample by using an established relationship between masses of black holes, and the amount of X-rays and radio waves they generate. This relationship, called the fundamental plane of black hole activity, fits the data on black holes with masses ranging from 10 solar masses to a billion solar masses.

The black hole masses derived by Hlavacek-Larrondo and her colleagues were about ten times larger than those derived from standard relationships between black hole mass and the properties of their host galaxy. One of these relationships involves a correlation between the black hole mass and the infrared luminosity of the central region, or bulge, of the galaxy.

"These results may mean we don't really understand how the very biggest black holes coexist with their host galaxies," said co-author Andrew Fabian of Cambridge University. "It looks like the behavior of these huge black holes has to differ from that of their less massive cousins in an important way."

All of the potential ultramassive black holes found in this study lie in galaxies at the centers of massive galaxy clusters containing huge amounts of hot gas. Outbursts powered by the central black holes are needed to prevent this hot gas from cooling and forming enormous numbers of stars. To power the outbursts, the black holes must swallow large amounts of mass in the form of hot gas. Because the largest black holes can swallow the most mass and power the biggest outbursts, ultramassive black holes had already been predicted to exist to explain some of the most powerful outbursts seen. The extreme environment experienced by these galaxies may explain why the standard relations for estimating black hole masses do not apply.

These results can only be confirmed by making detailed mass estimates of the black holes in this sample, which is by modeling the motion of stars or gas in the vicinity of the black holes. Such a study has been carried out for the black hole in the center of the galaxy M87, the central galaxy in the Virgo Cluster, the nearest galaxy cluster to Earth. The mass of M87's black hole, as estimated from the motion of the stars, is significantly higher than the estimate using infrared data, approximately matching the correction in black hole mass estimated by the authors of the Chandra study.

"Our next step is to measure the mass of these monster black holes in a similar way to M87, and confirm their existence. I wouldn't be surprised if we end up finding the biggest black holes in the Universe," said Hlavacek-Larrondo. "If our results are confirmed, they will have important ramifications for understanding the formation and evolution of black holes across cosmic time."

In addition to the X-rays from Chandra, the new study also uses radio data from the NSF's Karl G. Jansky Very Large Array (JVLA) and the Australia Telescope Compact Array (ATCA) and infrared data from the 2 Micron All-Sky Survey (2MASS).

These results were published in the July 2012 issue of The Monthly Notices of the Royal Astronomical Society.

Reproduction and life span are intertwined

Dec. 17, 2012 ? The gonad is well known to be important for reproduction but also affects animal life span. Removal of germ cells - the sperm and egg producing cells - increases longevity of the roundworm Caenorhabditis elegans. However, the underlying molecular mechanisms were a mystery. Now scientists at the Cologne-based Max Planck Institute for Biology of Ageing, have discovered that germ cell removal flips a "molecular switch" that extends the life span by using components of a "developmental clock."

The roundworm Caenorhabditis elegans is a commonly used model organism in the field of aging research. It develops from an egg to adult through four larval stages. These developmental stages are controlled by a developmental clock. Yidong Shen and colleagues working in the department of Director Adam Antebi used a laser to remove the germ cells.

They found that the remaining gonadal cells trigger production of a steroid hormone called dafachronic acid. Dafachronic acid activates so-called microRNAs, which work as tiny molecular switches causing changes in gene expression that promote longevity. Interestingly, this same steroid hormone-microRNA switch was previously shown by Antebi and colleagues to be part of the developmental clock. Thus, the loss of the germ cells ultimately causes the worm to use developmental timers to put in motion a life-prolonging programme.

In uncovering these findings, the Max Planck scientists have added some more pieces to the puzzle of describing and understanding how longevity is regulated. The question now is whether humans also possess a similar microRNA-controlled switch system.

Man charged with threatening massacre at Indiana elementary school

(Reuters) - A 60-year-old Indiana man found to have concealed dozens of firearms in his home has been jailed on charges he threatened to kill people at a nearby elementary school a day after one of the deadliest mass shootings in U.S. history.

Von Meyer was arrested and charged on Saturday after police found 47 weapons and ammunition in his two-story house, about 1,000 feet from Jane Ball Elementary School in Cedar Lake, Indiana, roughly 45 miles southeast of Chicago.

A police statement about the arrest accused Meyer of having said "he would enter the school and kill as many people as he could before police could stop him."

Police were dispatched to Meyer's home and searched it after his wife called authorities to report that he had threatened to set her on fire after she fell asleep. No apparent motive for Meyer's behavior was offered by police.

He was charged on Saturday with four counts of felony intimidation, one count of misdemeanor domestic battery and two counts of misdemeanor resisting law enforcement. He was being held in Lake County jail without bond, pending an initial court hearing.

Police said they notified the school of the threat and increased security measures on the campus, which is linked to the suspect's home by trails and walking paths.

The incident came a day after a 20-year-old man in Newtown, Connecticut, shot his mother to death, then went on a shooting rampage at a nearby elementary school, killing 20 children and six adults there before taking his own life.

The massacre there ranks as one of deadliest mass shootings in U.S. history.

The cache of weapons that police said they found at Meyer's Indiana home, many of them collector's items, were valued together at more than $100,000, according to authorities.

BBC talks future of iPlayer app - higher quality streams, Android 4.2 support and new features coming

The BBC has posted an extensive update on its future plans for the BBC iPlayer Android app. In the coming months, the corporation says it's main aims are to reach feature parity with the iOS app, and introduce new, high-quality streams and better support for large-screen devices.

In a blog post, BBC iPlayer boss Dave Price says the Kindle Fire and Nexus 7 are now in the top five devices used to access iPlayer content. And in order to give 7-inch users the best experience, Price says a "significant engineering team" will be put behind improving iPlayer playback on Android devices.

Firstly, the BBC will improve video quality for higher-end devices on fast networks. This will start with new, higher-quality streams for Wifi users before Christmas, followed at a later date by additional high-quality streams for playback over 4G mobile networks.

In order to close the gap in functionality between iPlayer on Android and iOS, features like mobile downloads and iPlayer Radio (including background playback) will be brought to Android in the near future. A future version will introduce a new UI, upon which this new functionality will be built in the months ahead.

What's more, Price says a pre-Christmas iPlayer update will enable Android 4.2 support. (Current support tops out at version 4.1.2, though it is possible to install the app on a 4.1 device, then upgrade to 4.2 and use it without issue.) The same update will bring a "richer tablet experience" on devices like the Nexus 7 and Kindle Fire, while future updates will prioritize optimizations for "the most popular devices."

The current iPlayer app has offered a decent but basic experience on Android, so we're pleased to see the Beeb taking a greater interest in optimizing for up-and-coming devices. Description

In this Funding Opportunity Announcement (FOA), the National Cancer Institute (NCI) is seeking applications for the AIDS and Cancer Specimen Resource (ACSR). The primary objective of the ACSR will be to acquire, store and equitably distribute tumor tissues, biological fluids and associated demographic data from patients with HIV-associated malignancies. In addition, the ACSR will serve and support biorepository banking activities for the AIDS Malignancy Clinical Trials Consortium (AMC). The AMC is an NCI funded, multicenter clinical trials group that performs clinical trials research in the treatment and prevention of HIV-associated malignancies. Due to the changing HIV epidemic and recent estimates of the associated malignancy trends, applicants are encouraged to focus their efforts in acquiring high priority collections that would include: 1) biospecimens with associated clinical, pathological, diagnostic, and demographic data; 2) fresh frozen biospecimens that are suitable for comprehensive molecular and genomic analyses; 3) biospecimens collected with informed consent acceptable for high level future use for deep sequencing and genome wide association studies; 4) biospecimens representing non-AIDS defining cancers (NADCs); and 5) biospecimens from the developing world, especially Sub-Saharan Africa.

Italy's Monti faces pressure to run in election

ROME (Reuters) - Italian Prime Minister Mario Monti faced increasing pressure on Thursday to stand as a candidate in next year's election after Silvio Berlusconi's surprise offer to drop his bid for a fifth term as premier.

At a meeting of the European People's Party in Brussels, an umbrella group of centre-right parties, Berlusconi repeated the offer to stand aside if Monti agreed to run against the centre-left, who are tipped to win the election.

Monti's attendance at the meeting alongside Berlusconi and German Chancellor Angela Merkel came as a surprise to many as he was not on the guest list or agenda.

Monti was brought in a year ago to head a technocrat government to save Italy from financial crisis, but opinion polls suggest he would have little chance of winning an election if he were to run as a candidate.

He would also face many hurdles within the center-right, which is highly fragmented and includes his most entrenched critic, the Northern League.

"There were a lot of expressions of support for a Monti candidacy," a member of the European parliament told Reuters. "But Monti didn't resolve the dilemma."

Berlusconi center-right People of Freedom (PD) party withdrew support from Mont's government in parliament last week, prompting him to resign.

On Saturday, Berlusconi declared he would lead the PD into an election expected early next year.

With memories fresh of the financial crisis which prompted the end of Berlusconi government last year, his mooted return to frontline politics alarmed Italy's European partners and rattled financial markets.

The media magnate's call for Monti to stand has aroused skepticism in Italy because it came only two days after he had blamed Italy's deep recession on austerity policies he said had been dictated to Monti by Germany and the European Central Bank.

Opinion polls suggest Berlusconi has no real chance of winning the election, and markets have calmed. In an auction of three-year bonds on Thursday the Treasury paid the lowest borrowing costs since late 2010.

Monti is widely credited with restoring Italy's international credibility after the scandal-plagued Berlusconi era and he has given no clear indication of his intentions.

He has said only that he would like to continue playing a role in influencing ideas.

Asked about Berlusconi's offer ahead of a European Union summit in Brussels, Monti said it was neither the time nor place to respond. He said he was committed to leading the government in the brief time remaining before the 2013 budget is approved and he resigns - probably before Christmas.

BERATING SEEN WINNING

Berlusconi latest volte-face increases the likelihood that he will pull out of the election. He has been struggling to hold his People of Freedom party (PD) together.

Opinion polls, meanwhile, show a commanding lead for the center-left Democratic Party and its leader Pier Luigi Bersani, said Roberto D'Alimonte, a politics professor at Rome's Luis university and an expert on electoral systems.

"The only certainty about the upcoming election is that Bersani is going to win hands down," D'Alimonte said.

Bersani has supported the technocrat government in parliament but has been cool on the idea of Monti running at the election, saying to do so would put at risk his position as a universally respected independent.

It could also prevent Monti from becoming president of the Republic, a position which would give him considerable influence over the government and the political scene in general.

On Thursday, Bersani repeated that he expected the former European Commissioner to continue playing some role when his term in office ends.

"The day after the elections, the first person who I would like to have a conversation with is Monti," Bersani said.

Ferrari's chairman, Luca Cordero di Montezemolo, whose recently formed centrist group has been regarded as a potential vehicle for a Monti candidacy, said on Thursday he hoped he would throw his hat into the ring.

"I'm optimistic. I think Monti is the first to realize how much there is left to do," he told RAI state television.

Berlusconi's hopes have faded of securing an alliance with the regionalist Northern League party that could have given him a strong position in the Senate.
