Sgt Terence Wright celebrates his retirement at a ceremony recently at the Holiday Sunspree Resort.

MONTEGO BAY, St James ? Technical Sergeant Terence G Wright Sr was already a hero-soldier when he migrated from Jamaica and joined the United States Air Force where he continued to excel in a 26-year career in which he saw action in the first Gulf War.

Caught up in the europhia of the Jamaica 50th Anniversary of Independence and London Olympic stardom, Wright came home earlier this month to mark his 60th birthday and his retirement from the US military, bringing with him a large contingent of close family and friends.?

The Independence period was special for him because he was, at age 10, the youngest member of the Boy Scouts in Jamaica to retire the British flag in 1962 and raise the Jamaican flag at the former Casa Montego Hotel in this northcoast tourist resort city.

The retirement ceremony at the Holiday Inn Sunspree Resort featured the presentation of the Jamaican and American flags, reading of the honoree?s military history and the lusty singing of the national anthems of both countries by the over 30 family members and friends, led by his wife Viviene Wright, children and siblings who shared in the joyful festivities. Master of Ceremonies was Josh Allen, brother-in-law of Sergeant Wright. Prayers were offered by his father, Percival E Rowe, JP.

?This moment, indeed, has taken my breath away. This moment will always be embedded in my heart,? Wright said, his voice choking with emotion.

Wright, a native of Westmoreland, started his outstanding military career in the Jamaica Defence Force (JDF), rising to the rank of assistant engineer in the Coast Guard where he was on special assignment with the US Embassy, responsible for diplomatic care protection on land, sea and air.

During these missions, he famously saved the lives of a family of four in August 1979. The Hunt family was being transported from a boat in Discovery Bay, St Ann to a Boston whaler on its way to Goat Island when the boat shifted and capsized, plunging the family members into the sea. Without hesitation, Sergeant Wright jumped more than 30 feet into the water, in full uniform and shoes, and made a heroic rescue of the four persons, none of whom could swim.

His accolades include an award for Outstanding Honour for being the seaport commander on a mission to capture one of the most wanted men in Jamaica in 1978 during a time of intense political violence. He was also in charge of aircraft protection in the Jamaica Air Wing at the JDF.

At the US Air Force in which he enlisted in 1986, he served in five conflicts and two wars, including the 1991 Gulf War, Operation Desert Storm which ousted Iraq?s Saddam Hussein from occupied Kuwait. His other major missions included the US invasion of Panama, for which he received several medals such as the Air Force Achievement Medal for outstanding accomplishment in April 1989. Wright said that among the most notable decorations for him was his award for being the first African-American in the history of the US Air Force to receive Sergeant of the Quarter in performance, ?which meant I had my own parking spot?, he joked.

Distinguishing himself in leadership, he was the oldest member in his training class in Texas and Illinois to complete the Air Force flight computer technical training in 1987 with high honours. His most prestigious award is the Meritorious Service Medal for exceptional service.

Reflecting on his life?s achievements, Wright told the Jamaica Observer: ?The honour dearest to my heart, is my participation in the recovery and saving of lives in my parish of birth, Westmoreland, in a tropical depression in 1979.?

At that time, he was assigned chief scout for all security forces involved, including British and US troops.

The festivities climaxed the following day at the Iberostar Rose Hall Beach Hotel where the group stayed, indulging in a poolside party and dining at Uncle Tony?s Steakhouse Restaurant.

Dell announces XPS 10 Windows 8 hybrid, XPS 12 Duo convertible

Our next stop on the Windows 8 announcement train is Dell, which today unveiled the XPS 10, a Windows RT hybrid device that runs Microsoft's latest OS on a 10-inch touch-enabled display. Dell says you can expect up to 20 hours of battery life, though the company didn't touch on CPU and storage specs.

Dell also unveiled the XPS Duo 12, which sports a 12.5-inch touch display. When closed, it looks like any old XPS laptop, complete with a backlit keyboard, machined aluminum built and carbon fiber surrounding the display. To enter tablet mode, you literally flip the Duo 12's display around and close it over the keyboard. The design is intriguing (and it looks pretty awesome, we have to say), but based on our short hands-on time the hinge feels rather flimsy. Processor options will go up to Core i7 (Qualcomm also told us its Snapdragon S4 chip will power the device). Both the XPS 10 and the Duo 12 will be available later this year after the official Windows 8 launch.

'New England Banksia' a distinct species, botany student shows

ScienceDaily (Aug. 28, 2012) ? The New England Banksia is largely restricted to the eastern edge of the New England Tableland, and is common in places along Waterfall Way. Ms Stimpson's research has raised this flowering plant, until now classified as a variety of the Hairpin Banksia (B. spinulosa), to the taxonomic level of a distinct species.

The study was published in the open access journal PhytoKeys.

"I love the Proteaceae -- the family of flowering plants that includes the Banksia and Grevillea genera in Australia and Protea in South Africa," Ms Stimpson said. "Surprisingly, molecular evidence in recent years has shown the family's closest relatives are the Sacred Lotus and the plane trees. Species of Banksia survive in poor soil and still manage to produce marvellous flowers."

Margaret Stimpson wrote the paper in collaboration with Ian Telford, the Curator of the N.C.W. Beadle Herbarium at the University of New England, Professor Jeremy Bruhl, the Director of the herbarium, and Dr Peter Weston, Senior Principal Research Scientist at the National Herbarium of NSW, an international specialist in Proteaceae systematics.

Margaret's first project as an undergraduate student of botany at UNE was on the Proteaceae, and she's been collecting specimens ever since. Now working towards enrolling in a doctoral degree program, she said: "There are still species of Banksia out there that merit description, and I hope to test these in a PhD project."

Margaret established the species rank of the New England Banksia by detailed studies of its leaves, flowers, stem and fruit, and considerations of its ecology and distribution. She explained that it has two growth forms, the more common being a multi-stemmed small shrub with many flowers but few seeds. This form occurs where there has been regular burning, and the seeds need exposure to fire to open. The less common form, found where burning has not occurred, is a single-stemmed tree with many flowers and many seeds that open spontaneously without exposure to fire.

Raccoons spreads dangerous diseases as they invade Europe, Spanish researchers find

ScienceDaily (Aug. 28, 2012) ? Furry, agile, intelligent and voracious: the raccoon is far from being a cuddly toy, which is what many people believe when they get one as a pet. It is more like an invader that escapes and is able to adapt and survive in new habitats. According to a study, its expansion across Spain and Europe is bringing infectious and parasitic diseases like rabies. This puts the health of native species and people at risk.

Originating in North America, the raccoon (Procyon lotor) is an invasive species that has established itself in Europe due to hunting and the fur trade along with its acquisition as a pet. In Spain, its presence in the wild is already commonplace in Madrid and Guadalajara and is sporadic in other regions such as the island of Mallorca. Its presence is however far from welcomed.

"Due to its rapid expansion and the long list of illnesses that it may carry, it poses a health risk that we must bear in mind," according to Beatriz Beltr?n-Beck, the lead author of the study published in the European Journal of Wildlife Research and researcher at the Research Institute of Hunting Resources (IREC, joint centre of the University of Castilla-La Mancha, the CSIC, and Castilla-La Mancha Council).

Bearing in mind that its population density could exceed 100 raccoons per km2, the success of the expansion of this small opportunistic carnivore is down to its ability to quickly adapt to different surroundings and omnivorous food habitats, its high reproductive potential and the absence of natural predators.

However, as Beltr?n-Beck points out, "the impact that their expansion and invasion could have on the environment and the health of native species and humans is unknown." The researcher adds that the increase in population numbers and expansion to other countries and/or urban environments could increase the transmission of dangerous parasites and illnesses to domestic animals and humans.

The guest that nobody wants in their home

The research team gathered all types of information on the infectious and parasitic diseases that raccoons can transmit. The aim was to assess the propagation risk of infections along with possible control methods. But, according to the author, "there is little data in Europe on this species."

Rabies and a very pathogenic parasite to man (Baylisascaris procyonis), which was found in Germany, are some of the most significant illnesses found in the raccoon. But, along with bacterial illnesses, these are added to the West Nile virus which affects human, birds, horses and sheep.

Although in Western Europe rabies have been eliminated thanks to the oral vaccination for foxes (Vulpes vulpes), there is still concern that the raccoon could complicate the situation in some areas of Eastern Europe that are still home to rabies. In recent years 142 cases of rabies in raccoons have been identified, above all in Ukraine, Estonia, Germany and Lithuania.

This small American carnivore has been confirmed to be the host of the nematode worm Baylisascaris procyonis, which is responsible for Larva migrans, an illness caused by larval migration and parasite persistence under the skin, in the brain and in other organs. In the past this disease could only be found in America but is now emerging and on the rise in Europe.

"The infected raccoons can scatter millions of nematode B. procyonis eggs, which cause significant environmental contamination," warn the scientists. In the USA, between 68% and 82% of mammals have this parasite. Prevalence is also high in Germany although in Japan, for example, the parasite was not detected in any of the 1,688 raccoons captured for the purposes of other studies.

According to Beltr?n-Beck, "more epidemiological studies are necessary on the current health situation and the implementation of measures that limit the possible impact of invading raccoons."

An unpleasant "pet"

Given its exotic origin and its rapid expansion since the 1970's, the raccoon is considered an invasive species in Europe. However, the majority of European countries, like Spain, do not control the trade of this animal, which is introduced onto the market as a pet.

"The case of Spain is a good example. The origin of its expansion is probably due to it escaping from the home where it was kept as a pet and due to the owners releasing it into the countryside when it reaches adulthood and becomes aggressive," adds the researcher.

According to the researcher, "this is mainly the case because there is a complete lack of knowledge of the biology, ecology, distribution and population density of the raccoon in Europe.

The importance of reading books

The joy of reading books can't be described in words. It's something that you can understand only by actual experience.

There is much more to life than your work and spending time aimlessly with latest technology products. Reading books gives you that much needed break from the chaos in your life. It instills peace inside you, makes you relaxed and also exercises your brain in the process.

When you read a book, it feels great to put yourself into a different world that the writer has created for you.?Ask any avid reader about this and they too will agree that reading a book is same like watching a movie.

When you spend hours and hours reading a book, creating a world with different characters in your mind, your imagination powers are sure to get a boost. Depending upon what you read, you will come out with the same experience as when you watch some really good movie.

I have been a voracious reader ever since i learned how to read. That's why i never get bored even being alone for a long time. I have found that reading books is the best medicine to kill boredom.


What starts with reading story books, when you are a kid, turns into reading books for improving yourself as you grow older. From story books -> technical & management books -> self improvement -> spirituality and beyond, the journey is fantastic and you learn something with each passing day.?


You understand your thoughts and emotions more clearly. It makes you realize who you really are and makes your life more meaningful. Reading books will make you a better thinker and a better man.?

Thanks to technology you can easily find good articles to read on the internet.

A great article can inspire and motivate you as much as a great book. It's not how much you read, but what you read which is more important.

The only reason i recommend reading books over short articles is because when you spend hours with a thought or an idea then it's more likely to stay with you for long time rather than when you spend just few minutes tinkering with it.

It's easy to read a quote or an article for few minutes than discard it and continue with what you were doing. But when you invest your time in reading a good book, you end up spending at least a few hours reflecting on its contents as you read. Thus, it's likely to stay with you for a longer time and have some positive influence on you.

A good reader also varies his reading pace based on the content he is reading and what he wants to get from it. The purpose of reading news articles is different from reading stories, which is different from reading important documents. Over a period of time, you will understand how to vary your reading pace and comprehension based on what you read and what you want from it.

Also, just reading good books is not enough. The way you read it is more important. When you come across a new idea or a different opinion, think upon it deeply. Don't accept it or reject it blindly. Try to reason with it and understand the writers point of view.

Reflect upon the thoughts that come to your mind whenever you read a great book. You will know whether a book is great or not based on the thoughts it awakens inside you.

As you continue this habit of reading and reflecting on what you read, you will start forming your own thoughts and values. It will challenge your mind and the thoughts, customs and traditions that you have grown up with.

However, there is one thing which you should always remember when you make this a daily habit, as you are investing a part of your life doing it. Too much reading, without any thinking and action isn't of much use. When you know you are ready to do something it's time to move to the next step. Act upon what you think is right and what you have decided to do.

It's easy to get so much involved in the reading process, that you forget that the main purpose of reading is to make you a better person which can only happen when you act upon it. Just finishing one book after another without any real action from your side won't help you.

What kind of person you want to be and what you would ultimately become depend greatly upon the type of content that you read and how much you act upon them.

Reading articles that promote negativity, hatred and give wrong information is dangerous. It's better to not read anything at all than read such articles.

Whether you read on some electronic device or prefer reading an actual book. That's your personal choice. Personally, i prefer to read actual books whenever possible. I find that even after hours of reading my eyes feel fresh and full of energy. That's something i don't find when i read too much on my computer.

Before ending this article, i would like to summarize few important points and also suggest some Dos and Don'ts of reading:

  • Always read your content from a safe distance. Neither too close to your eyes neither too far away from your eyes.
  • Always prefer quality over quantity. Better to read one great book than hundred mediocre ones.
  • Understand properly what you have read and reflect upon it.
  • Don't accept anything blindly that you read but think for yourself and try to understand the reason behind what's been written.
  • Bookmark interesting pages for future reference. You never know when you will need them.
  • Sometimes it takes more than one reading to fully grasp some thing. Don't be disappointed if you don't understand a book in one reading. Maybe when you come back to it the next time, you will get it.
  • Focus completely on what you are reading. Don't think about other stuff while reading.
  • If possible, create a favorite spot in your house for reading books. You will feel more relaxed whenever you are there.
  • And above all, enjoy your reading experience.
The habit of reading good content daily will act like an exercise for your mind and keep you mentally fit and flexible. If you have never given it a try then always remember that it's never too late to start a good habit.

California Workers' Comp Losses, Expenses Reach Over $12B

A report issued last week by the California Workers? Compensation Institute shows workers? comp insurers? loss and expense payments rose to nearly $12.5 billion in 2011, an increase of over $1 billion.

The report, compiled from statistics from the Workers? Compensation Insurance Rating Bureau, shows that insurers? medical, indemnity and administrative expenses rose to $12.479 billion in 2011. That?s up from roughly $11.2 billion in 2010, according to the report.

The report comes amid efforts to reform the state?s troubled workers? comp system, and a recommendation from WCIRB to raise premiums 12.6 percent.

The report states direct earned premium was estimated at $10.4 billion in 2001, which is up more than $803 million 2010.

?The latest estimates show California workers? comp insurers? aggregate payments rose about $1.3 billion last year compared to a year earlier, as both loss payments and administrative expenses continued to increase,? said Bob Young, a CWCI spokesman.

Total loss payments jumped about $350 million with the increase split pretty evenly between treatment and indemnity payments, insurer overhead was up $266 million, loss adjustment and defense costs were up $651 million, medical cost containment expenditures rose $28 million and med-legal costs rose $5 million, according to Young.

?Ultimately premium always follows losses, which has been evidenced by the recent increases we?ve seen in premium rates and the latest pure premium rate recommendation from the WCIRB,? Young said.

According to the report higher loss adjustment and defense payments accounted for half of the overall increase in insurer payments last year, as these expenditures climbed to nearly $2.6 billion due to a statewide increase in allocated loss adjustment expenses and a substantial strengthening of unallocated loss adjustment expense reserves by one insurer,? the report states.

An estimated $715 million of that $2.6 billion total was paid for defense attorney expenses incurred in 2011, according to the report.

Payments for overhead, which includes general expenses and taxes, agent and broker fees, and other acquisition expenses, rose jumped to nearly $2.4 billion, while general expenses and taxes rose to more than $1 billion last year to remain the largest overhead expense, followed by agent and broker fees, which hit an estimated $857 million spurred by increased premium.

Other acquisition expenses added $510 million, the report states.

Meanwhile the state Legislature is apparently working its way toward a workers? comp reform bill.

A proposal hammered out between labor and a small group of large, self-insured employers is being eyed for insertion into a senate bill.

While insurers weren?t at the table, and it appears state legislators were left out of the process until late in the game, secretive meetings have been ongoing to draft a bill that will pass muster and be delivered successfully to the desk of Gov. Jerry Brown.

What came from those meetings is a nearly 300-page proposal that aims to fulfill the need for roughly $700 million in additional permanent disability benefits for injured workers, and $1.4 billion in system wide savings.

However, soon after the proposal came out the California Applicants? Attorneys Association sent out an email to its members earlier this week blasting the proposal, stating that ?workers will get less than they do under current law.?

There are evidently several versions of the nearly 300-page proposal. Veteran Sacramento Bee columnist Dan Walters is reporting on a 45-point overhaul plan is circulating in the Capitol. It originated with a labor union group and would increase direct cash benefits to permanently disabled workers, raising the cap from $400 a week to $800, while promising employers medical and operational efficiencies to more than offset the $2 billion per year benefit cost.

The proposal would increase benefits to permanently disabled workers by raising the cap from $400 a week to $800.

WCIRB is also recommending a 12.6 percent increase in premiums, however the bureau has stated that number could be altered once it has time figure in the cost savings promised by the plan.

Quite possibly, although let?s not get too far ahead of ourselves: Blur Group, the London-headquartered B2B Services Exchange, has appointed Singer Capital Markets to advise on its next funding path -- a path that may well include a listing on the AIM market of the London Stock Exchange, says the company. That, it goes without saying, would be pretty unusual for a European tech startup and maybe kind of crazy post-Facebook and in the current climate. But then, blur Group is already dong things a little differently, having shunned the more traditional VC model in favour of assembling an all-star group of more than 30 angel investors who have invested just shy of $2 million. Going public is something that "we have been considering, researching and gaining feedback on for a year?, says CEO and founder Philip Letts. And that feedback suggests "there may be strong appetite, even in these times, for the right kind of tech company."

The device projects patterns of illumination onto the specimen, and only light that is precisely in the plane of focus returns along the same path and is reflected by the mirror onto a camera to form an image.

The Leicester team's microscope has no moving parts, making it robust, and the use of a programmable, digital micro-mirror allows the user to alter the size and spacing of mirrors in order to choose the quality of the image and adapt to different imaging conditions. Consequently, it has much greater flexibility than other microscopes capable of similar speeds.

The researchers believe this technology will be a big help to those working in many scientific fields, including biomedical research and neuroscience.

The research was led by Professor Nick Hartell, of the University's Department of Cell Physiology and Pharmacology, who plans to use the new device for his own work studying the cell mechanisms involved in the brain's storage of memories.

The project last for three years and was funded by the Biotechnology and Biological Sciences Research Council (BBSRC), which has also provided funding for the team to develop the device as a commercial product.

Professor Hartell said: "We built the device as there is a 'need for speed'. I found out about this technology from its use in projectors and realized that it could be used to develop a microscope.

"Modern biological research, and modern neuroscience, depends upon the development of new technologies that allow the optical detection of biological events as they occur. Many biological events take place in the millisecond time scale and so there is a great need for new methods of detecting events at high speed and at high resolution.

"We are very excited because we have been able to go from a concept, to a working prototype that is useful for my research into neuroscience. There is a good chance that we will be able to make a product and see that being used in labs in the UK and worldwide."

Neil Radford from the University's Enterprise and Business Development Office adds "This capability provides a breakthrough from traditional Nipkov disk technologies and Professor Hartell is now working closely with us to commercialize the technology with a leading scientific instrument manufacturer."

Foreign Affairs Minister John Baird?s office confirmed Friday the department has sent two investigators to Copenhagen to begin looking into allegations concerning activities by Canadian diplomats in Denmark.

?These are very serious allegations and, upon hearing of them, Minister Baird immediately asked his deputy minister (Morris Rosenberg) to ensure that an independent and comprehensive investigation is undertaken,? an aide to Baird said. ?That investigation is ongoing.?

According to an article in the Ottawa Citizen, current and former staff at the Canadian embassy in Copenhagen have expressed concerns about a long list of questionable activities there, including accusations of mishandling of finances, racial harassment, staging of private parties disguised as official events, misuse of government alcohol stocks and abuse of official vehicle privileges.

The ambassador, Peter Lundy, was appointed Canada?s diplomatic representative to the Kingdom of Denmark in 2008. He could not be immediately reached for comment.

The department ?is dispatching two employees to Copenhagen this weekend to begin speaking to mission employees and reviewing records and documentation,? Baird?s office said in a note.

WASHINGTON (AP) ? Call them maybes.

Two months out from Election Day, nearly a quarter of all registered voters are either undecided about the presidential race or iffy in their support for a candidate, an Associated Press-GfK poll shows.

These voters could well prove decisive in a close contest. And they will be tough nuts for Barack Obama and Mitt Romney to crack.

Just 29 percent of them have a strong interest in the campaign, compared with 51 percent of those who've made up their minds. So no, they won't be hanging on every word coming out of the national political conventions in Tampa, Fla., and Charlotte, N.C., over the next two weeks.

Who are they? These so-called persuadable voters are more often men than women. They are a bit younger than those who've made up their minds. They have less education and income. And they are far less partisan.

A quarter are independent or unaffiliated, while more than a third consider themselves Democrats and a similar share count themselves as Republicans.

They are folks like Eric Avila, a 35-year-old Democrat from Tampa who didn't vote in 2008, has been unemployed since he was laid off from a sales job four years ago and doubts that either candidate will do much to reduce joblessness.

Avila plans to vote this time but finds the campaign rhetoric from both sides grating. "It kind of gets on your nerves after a while," he says, "all of this stuff a person's promising, and it just gets forgotten or buried under a whole bunch of other things."

Take that, Barack and Mitt. Their challenge is to figure out what will shift people like Avila firmly one way or the other.

Ask the persuadables what will be the single most important factor in deciding their vote, and they have a multitude of answers at the ready.

"Whoever runs the cleanest campaign," says one of those surveyed.

"Whoever has the dirtiest ad campaigns on TV," counters another.

A third, who speaks for many, confesses she has "no idea" what will win her over.

How the persuadables ultimately vote could hinge on which issues rise to the top of the campaign.

Romney holds the advantage among these voters on the economy, creating jobs and the federal budget deficit. But on two issues that have recently grabbed the spotlight ? social issues and Medicare ? Obama is the more trusted candidate among these voters.

Neither Obama nor Romney carries much weight with the persuadables, though: Half have an unfavorable opinion of each candidate.

Count Pam Zickert, an independent from Santa Maria, Calif., among those who are undecided and unenthusiastic.

The 62-year-old retiree dislikes Obama, finds Romney "a bit bland" and has no intention of watching the political conventions.

"It's tough to pick a presidential candidate when none of them are inspiring," says Zickert, who voted for Republican John McCain in 2008.

William Galston, an expert on government and politics at the Brookings Institution and a former Clinton administration official, says that because the persuadables are more difficult to win over, Obama and Romney so far have been more focused on firming up support among their base supporters than on cultivating those on the fence.

Romney's selection of conservative darling Rep. Paul Ryan as a running mate was "a decision to place mobilization ahead of persuasion," he says, and Obama's campaign has been systematically targeting the basic building blocks of his winning 2008 coalition: women, Hispanics, younger voters and gays and lesbians among them.

In a polarized political environment and with limited dollars to spend, says Galston, "you can increase your vote total much more per dollar by ginning up the enthusiasm of the people who are already for you."

Still, in a tight race, the persuadables could ultimately make the difference in key swing states, and they can't be ignored. The campaigns may well spend the convention weeks and September firming up their base supporters, then devote the debates and the final weeks of the race to reaching out to more fickle persuadables.

In the AP-GfK survey, taken Aug. 16-20, the 23 percent of registered voters who are considered persuadable included 7 percent who expressed no presidential preference, 7 percent with soft support for Obama and 9 percent with soft support for Romney. The poll involved landline and cellphone interviews with 885 registered voters, including 192 considered persuadable. The margin of sampling error for registered voters was plus or minus 4.1 percent, and for persuadables 8.9 points.

Will the persuadables actually show up and vote? History suggests yes.

In an AP-Yahoo study that interviewed the same people multiple times over the course of the 2008 presidential campaign, 38 percent of registered voters were persuadable in interviews conducted just ahead of that year's conventions. When that same group was interviewed on Election Day, three-fourths said they had voted.

When will the undecideds make up their minds?

In 2004 and 2008, about 10 percent of voters reported they didn't decide until the last week, according to exit polls.

Michelle Woodby, a 36-year-old Republican homemaker from Tecumseh, Mich., says she's been known to wait until the last minute.

With small kids to care for and little time to watch the news, Woodby says she hasn't fully tuned in yet.

So far, Romney's opposition to abortion has won her over, but Woodby says she's still got a lot of studying to do ? and she shows a decided lack of enthusiasm for the job.

"I need to do my homework," she says, "which I dread."
