TV and radio signals take over when GPS goes wrong

We all take GPS for granted: but what happens if we lose the signal or it's jammed?

BAE Systems has developed a positioning system that it claims will work even when GPS is unavailable. Its trick is to use the miasma of radio frequency signals we are all bathed in from TV, radio and cellphone masts, and even WiFi routers, to work out where we are.

GPS is a weak, highly jammable signal, equivalent, it is said, to trying to see a car's headlights from 20,000 kilometres away. And as New Scientist has revealed before, the availability of illegal handheld jammers online is indeed allowing people to block GPS signals.

Once jammed, a spoof GPS-format signal can be created to direct a vehicle (car, aircraft or ship say) in the wrong direction. Just two weeks ago, the radio navigation department at the University of Texas at Austin showed how an attacker could spoof GPS?to force a small helicopter drone off course?in a trial in a football stadium. And after a man died in May when an Austrian drone lost GPS and crashed in South Korea, the need for a backup positioning system became crystal clear - especially as drones prepare for mass civilian applications.

BAE's answer is dubbed Navigation via Signals of Opportunity (NAVSOP) and it?interrogates the airwaves for the ID and signal strength of local digital TV and radio signals, plus air traffic control radars, with finer grained adjustments coming from cellphone masts and WiFi routers.

In any given area, the TV, radio, cellphone and radar signals will be at constant frequencies and power levels as they are are heavily regulated - so positions can always be triangulated from them. It's like the way Google Maps on a cellphone uses local WiFi signals from homes and offices to improve positioning calculations based on cellphone mast and GPS signals.?

"The real beauty of NAVSOP is that the infrastructure required to make it work is already in place," says a BAE spokesman - and "software defined radio" microchips that run NAVSOP routines can easily be integrated into existing satnavs. The firm believes the technology will work in urban concrete canyons where GPS signals cannot currently reach.

Amusingly, perhaps, BAE says that even the signals from GPS jammers (if they are on all the time) can be used to build a radio picture of an area. The system will be demonstrated at the Farnborough International Airshow in the UK on 9 July, where BAE hopes to show it calculating user locations to within a few metres.

AN artist has been discovered after painting an iconic Hollywood building.

The retired criminology Professor John Tierney, from Accrington, was visiting his son in the USA, when he decided to indulge in his hobby of painting when in the famous shopping distict of Melrose Avenue.

John is also in talks with Paul Smith to discuss a contract about using his images on other items of clothing in the future.

The 67-year-old has no formal art training and is entirely self taught.

A former Holy Family Secondary Modern pupil in Fern Gore, he said he loved art at school.

After school he began an engineering apprentice-hip in Burnley as a draughtsman preparing technical drawings. In his early 20s he chose a different path and began university.

Ultimately he became a criminology professor, retiring from Durham University in 2010, when his art hobby began to really flourish.

He said: ?I just really enjoyed painting in LA. The light is amazing and the colours are strong and sharp against a blue sky. I just love it. I didn?t expect Paul Smith to see the paintings but my son, who lives in LA, was an acquaintance of his and he got to see them.

?The next thing I knew they had been turned into silk scarves. That was a very fun process and they did an amazing job reproducing my painting.?

Two hundred people attended the Hollywood oil painting exhibition, of American urban and desert scenes, including actors Josh Duhamel and Mira Sorvino.

The success of the exhibit has been featured in American art publications in which John has been likened to David Hockney and Edward Hopper.

John added: ?It?s really exciting and a complete surprise. I never expected my hobby to one day be more successful than my main career.?

A soldier injured by an improvised explosive device?in Iraq in 2007 became the first double amputee to take?command of a major military installation, the Army reported on its home page on Wednesday.

Col. Gregory Gadson officially assumed command of 47,000-troop-strong Fort Belvoir, Va.,?on Monday.

The West Point graduate lost both his legs above the knees and suffered a severe injury to his right arm when his vehicle hit an IED on May 7, 2007, as he returned?from a memorial service for fellow soldiers in Baghdad, according to the army report.


Gadson, who wears two prosthetics with what the military calls "next-generation powered knees," requested to stay on active duty after his injuries rather than take medical retirement, it said. He spent two years heading up the Army Wounded Warrior program.

"He was able to reassure personally those newly wounded who are looking down a long road to recovery and to motivate soldiers and civilians alike," said Lt. Gen. Michael Ferriter, who presented Gadson his command colors at the fort, just outside Washington, D.C.

"He has shown that it isn't about what you cannot do, it's about what you can do," Ferriter said, according to the army report. "He's able to lead and get right to things that need to happen."

Gadson served in the?Army for more than 20 years as a field artillery officer, according to a profile on the Fort Belvoir web site. His military career has?included deployments to Operation Desert Shield/Desert Storm in Kuwait, Operation Joint Forge in Bosnia-Herzegovina, Operation Enduring Freedom in Afghanistan and Operation Iraqi Freedom. Prior to his injuries in Iraq in 2007, he was commanding a new unit as part of the surge to secure Baghdad.

The Fort Belvoir web site said outgoing commander Col. John Strycula, who headed up the installation for two years, was heading?to Afghanistan for his next assignment.

Issa Writes Obama to Denounce Executive Privilege Ploy

Following up on a tip Sunday to ABC News' Jake Tapper on ' This Week,' Rep. Darrell Issa, the chairman of the House Oversight and Government Reform committee, has sent a letter to President Obama that challenges the president's invocation of executive privilege as the committee seeks documents from the Department of Justice detailing the Obama administration's role in the Fast and Furious gun walking operation.

In the 7-page letter dated June 25, Issa writes that the highest courts in the country have held that the assertion of the constitutionally-based executive privilege "is only applicable with respect to documents and communications that implicate the confidentiality of the President's decision-making process, defined as those documents and communications to and from the President and his most senior advisors."

Issa, R-Calif., then questions Obama whether Attorney General Eric Holder or anyone at the White House was involved in a cover-up.

"Your privilege assertion means one of two t hings," he writes. "Either you or your most senior advisors were involved in managing Operation Fast & Furious and the fallout from it, including the false February 4, 2011 letter provided by the Attorney General to the Committee, or, you are asserting a Presidential power that you know to be unjustified solely for the purpose of further obstructing a congressional investigation."

Issa previously told Tapper that the letter would break down "why the president's executive privilege claim is either overbroad or simply wrong." He maintains that he only broke off negotiations for the documents with Holder when the committee "got a flat refusal to give us information needed for our investigation."

"Our hope is that, as to at least a lot of these documents, including the documents often referred to as 1300, that were offered to us in this deal, that at least since those were offered to us, that?we would see them," Issa told Tapper on Sunday. "If those documents say what Eric Holder says they say, we might, in fact, dismiss contempt in either case, but I can tell you one thing here: If we get documents that?cast some doubt or allow us to understand this, we'll at least delay contempt and continue the process."

In the letter, Issa once again states that he is holding out hope that DOJ will comply with his subpoena request prior to a vote on a contempt citation in the full House of Representatives that's scheduled for Thursday. He also calls on the administration to enumerate "the universe of documents over which [Obama] asserted executive privilege and provide the Committee with the legal justification from the Justice Department's Office of Legal Counsel," and he makes another run at White House documents.

"So that the Committee and the public can better understand your role, and the role of your most senior advisors, in connection with Operation Fast and Furious, please clarify the question raised by your assertion of executive privilege: To what extent were you or your most senior advisors involved in Operation Fast and Furious and the fallout from it, including the false February 4, 2011 letter provided by the Attorney General to the Committee?" Issa demands. "Please also identify any communications, meetings, and teleconferences between the White House and the Justice Department between February 4, 2011 and June 18, 2012, the day before the Attorney General requested that you assert executive privilege."

If a resolution is not reached, the House is expected to approve the contempt citation on Thursday in what would become the first instance of either chamber of Congress voting to hold the U.S. attorney general in contempt of Congress. Last week Issa's committee voted along party lines to send the contempt resolution on to the full House.

Dear Mr. President:

On June 19, 2012, shortly after leaving a meeting in the U.S. Capitol, Attorney General Eric Holder wrote to request that you assert executive privilege with respect to Operation Fast and Furious documents he is withholding from this Committee. The next day, Deputy Attorney General James Cole notified me in a letter that you had invoked executive privilege. The Committee received both letters minutes before the scheduled start of a vote to recommend that the full House hold the Attorney General in contempt of Congress for refusing to comply with its subpoena.

Courts have consistently held that the assertion of the constitutionally-based executive privilege - the only privilege that ever can justify the withholding of documents from a congressional committee by the Executive Branch - is only applicable with respect to documents and communications that implicate the confidentiality of the President's decision-making process, defined as those documents and communications to and from the President and his most senior advisors. Even then, it is a qualified privilege that is overcome by a showing of the committee's need for the documents. The letters from Messrs. Holder and Cole cited no case law to the contrary.

Accordingly, your privilege assertion means one of two things. Either you or your most senior advisors were involved in managing Operation Fast & Furious and the fallout from it, including the false February 4, 2011 letter provided by the Attorney General to the Committee, or, you are asserting a Presidential power that you know to be unjustified solely for the purpose of further obstructing a congressional investigation. To date, the White House has steadfastly maintained that it has not had any role in advising the Department with respect to the congressional investigation. The surprising assertion of executive privilege raised the question of whether that is still the case.

As you know, the Committee voted to recommend that the full House hold Attorney General Holder in contempt of Congress for his continued refusal to produce relevant documents in the investigation of Operation Fast and Furious. Last week's proceeding would not have occurred had the Attorney General actually produced the subpoenaed documents he said he could provide. The House of Representatives is scheduled to vote on the contempt resolution this week. I remain hopeful that the Attorney General will produce the specified documents so that we can work towards resolving this matter short of a contempt citation. Furthermore, I am hopeful that, consistent with assertions of executive privilege by previous Administrations, you will define the universe of documents over which you asserted executive privilege and provide the Committee with the legal justification from the Justice Department's Office of Legal Counsel (OLC).

Background

U.S. Border Patrol Agent Brian Terry was killed in a firefight with a group of armed Mexican bandits who preyed on illegal immigrants in a canyon west of Rio Rico, Arizona on December 14, 2010. Two guns traced to Operation Fast and Furious were found at the murder scene. The Terry family appeared before the Committee on June 15, 2011, to ask for answers about the program that put guns in the hands of the men who killed their son and brother. Having been stonewalled for months by the Attorney General and his senior staff, the Committee issued a subpoena for documents that would provide the Terry family the answers they seek. The subpoena was served on October 12, 2011.

Internally, over the course of the next eight months, the Justice Department identified 140,000 pages of documents and communications responsive to the Committee's subpoena. Yet, the Department handed over only 7,600 of these pages. Through a series of accommodations and in recognition of certain Executive Branch and law enforcement prerogatives, the Committee prioritized key documents the Department needed to produce to avoid contempt proceedings. These key documents would help the Committee understand how and why the Justice Department moved from denying whistleblower allegations to understanding they were true; the identities of officials who attempted to retaliate against whistleblowers; the reactions of senior Department officials when confronted with evidence of gunwalking during Fast and Furious, including whether they were surprised or already aware of the use of this reckless tactic, and; whether senior Department officials are being held to the same standard as lower-level employees who have been blamed for Fast and Furious by their politically-appointed bosses in Washington.

I met with Attorney General Holder on June 19, 2012, to attempt to resolve this matter in advance of the Committee's scheduled contempt vote. We were joined by Ranking Member Elijah Cummings and Senators Patrick Leahy and Charles Grassley, respectively the Chairman and Ranking Member of the Senate Committee on the Judiciary. The Department had previously identified a small subset of documents created after February 4, 2011 - the date of its letter containing the false claim that no gunwalking had occurred - that it would make available to the Committee. The Justice Department described this small subset as a "fair compilation" of the full universe of post-February 4th documents responsive to the subpoena.

During the June 19th meeting, the Attorney General stated he wanted to "buy peace." He indicated a willingness to produce the "fair compilation" of post-February 4th documents. He told me that he would provide the "fair compilation" of documents on three conditions: (1) that I permanently cancel the contempt vote; (2) that I agree the Department was in full compliance with the Committee's subpoenas, and; (3) that I accept the "fair compilation," sight unseen.

As Chairman of the primary investigative Committee of the U.S. House of Representatives, I considered the Attorney General's conditions unacceptable, as would have my predecessors from both sides of the aisle. I simply requested that the Department produce the "fair compilation" in advance of the contempt vote, with the understanding that I would postpone the vote to allow the Committee to review the documents.

The short meeting in the Capitol lasted about twenty minutes. The Attorney General left the meeting and, shortly thereafter, sent an eight-page letter containing more than forty citations requesting that you assert executive privilege. The following morning, the Deputy Attorney General informed me that you had taken the extraordinary step of asserting the privilege that is designed to protect presidential decision making.

In his letter, the Attorney General stated that releasing the documents covered by the subpoena, some of which he offered to the Committee hours earlier, would have "significant, damaging consequences." [1] It remains unclear how - in a matter of hours - the Attorney General moved from offering those documents in exchange for canceling the contempt vote and ending the congressional investigation to claiming that they are covered by executive privilege and that releasing them - which the Attorney General was prepared to do hours earlier - would now result in "significant, damaging consequences."

The Scope of Executive Privilege

Deputy Attorney General Cole's representation that "the President has asserted executive privilege over the relevant post-February 4, 2011, documents" raised concerns that there was greater White House involvement in Operation Fast and Furious than previously thought. [2] The courts have never considered executive privilege to extend to internal Executive Branch deliberative documents.

Absent from the Attorney General's eight-page letter were the controlling authorities from the U.S. Court of Appeals for the District of Columbia. As the court held in the seminal case of In re Sealed Case (Espy):

The privilege should not extend to staff outside the White House in executive branch agencies. Instead, the privilege should apply only to communications authored or solicited and received by those members of an immediate White House adviser's staff who have broad and significant responsibility for investigating and formulating the advice to be given the President on the particular matter to which the communications relate. [3]

The D.C. Circuit established the "operational proximity test" to determine which communications are subject to privilege. Espy made clear that it is "operational proximity to the President that matters in determining whether the president's confidentiality interest is implicated." [4]

In addition, even if the presidential communications privilege did apply to some of these subpoenaed documents, Espy made clear that "the presidential communications privilege is, at all times, a qualified one," and that a showing of need could overcome it. [5] Such a need - indeed a compelling one - plainly exists in this case.

The Justice Department has steadfastly maintained that the documents sought by the Committee do not implicate the White House whatsoever. If true, they are at best deliberative documents between and among Department personnel who lack the requisite "operational proximity" to the President. As such, they cannot be withheld pursuant to the constitutionally-based executive privilege. Courts distinguish between the presidential communications privilege and the deliberative process privilege. Both, the Espy court observed, are executive privileges designed to protect the confidentiality of Executive Branch decision-making. The deliberative-process privilege, however, which applies to executive branch officials generally, is a common law privilege that requires a lower threshold of need to be overcome, and "disappears altogether when there is any reason to believe government misconduct has occurred." [6]

The Committee must assume that the White House Counsel's Office is fully aware of the prevailing authorities of Espy, discussed above, and Judicial Watch v. Dep't of Justice. [7] If the invocation of executive privilege was proper, it calls into question a number of public statements about the involvement of the White House made by you, your staff, and the Attorney General.

Finally, the Attorney General's letter to you cited numerous authorities from prior Administrations of both parties. It is important to note that the OLC opinions provided as authorities to justify expansive views of executive privilege are inconsistent with existing case law.

Remarks about White House Involvement in Fast and Furious

For the past sixteen months, Senator Grassley and I have been investigating Operation Fast and Furious. In response to a question about the operation during an interview with Univision on March 22, 2011, you stated that, "Well first of all, I did not authorize it. Eric Holder, the Attorney General, did not authorize it." [8] You also stated that you were "absolutely not" informed about Operation Fast and Furious. [9] Later in the interview, you said that "there may be a situation here in which a serious mistake was made and if that's the case then we'll find out and we'll hold somebody accountable." [10]

From the early stages of the investigation, the White House has maintained that no White House personnel knew anything about Operation Fast and Furious. Your assertion of executive privilege, however, renews questions about White House involvement.

White House Press Secretary Jay Carney emphasized your denial that you knew about Fast and Furious. Mr. Carney stated, "I can tell you that, as the president has already said, he did not know about or authorize this operation." [11] A few weeks later, Mr. Carney reiterated the point, stating, "I think he made clear . . . during the Mexican state visit and the press conference he had then that he found out about this through news reports. And he takes it very seriously." [12]

In an October 6, 2011 news conference, you maintained that Attorney General Holder "indicated that he was not aware of what was happening in Fast and Furious." [13] Regarding your own awareness, you went on to state, "Certainly I was not. And I think both he and I would have been very unhappy if somebody had suggested that guns were allowed to pass through that could have been prevented by the United States of America." [14]

On March 28, 2012, Senator Grassley and I wrote to Kathryn Ruemmler, who serves as your Counsel, to request that she grant our numerous requests to interview Kevin O'Reilly, a member of the White House National Security Staff. We needed Mr. O'Reilly's testimony to ascertain the extent of White House involvement in Operation Fast and Furious. In her response, Ms. Ruemmler advised us that the e-mail communications between Mr. O'Reilly and William Newell, the Special Agent in Charge of ATF's Phoenix Field Division, did not reveal "the existence of any of the inappropriate investigative tactics at issue in your inquiry, let alone any decision to allow guns to 'walk.'" [15] She further emphasized "the absence of any evidence that suggests that Mr. O'Reilly had any involvement in 'Operation Fast and Furious' or was aware of the existence of any inappropriate investigative tactics." [16] Your assertion of executive privilege renews concerns about these denials.

Earlier this month, when House Judiciary Committee Chairman Lamar Smith asked the Attorney General when the Justice Department first informed the White House about the questionable tactics used in Fast and Furious, he responded, "I don't know." [17] He informed Chairman Smith that his focus was on "dealing with the problems associated with Fast and Furious," and that he was "not awfully concerned about what the knowledge was in the White House." [18]

Attorney General Holder has assured the public that he takes this matter very seriously, stating that "to the extent we find that mistakes occurred, people will be held accountable." [19] Yet, he has described the Committee's vote as "an election-year tactic." [20] Nothing could be further from the truth. This statement not only betrays a total lack of understanding of our investigation, it exemplifies the stonewalling we have consistently faced in attempting to work with the Justice Department. If the Attorney General had produced the responsive documents more than eight months ago when they were due, or at any time since then, we would not be where we are today.

Moving Forward

At the heart of the congressional investigation into Operation Fast and Furious are disastrous consequences: a murdered Border Patrol Agent, his grieving family, countless deaths in Mexico, and the souring effect on our relationship with Mexico. Members of the Committee from both sides of the aisle agree that the Terry family deserves answers. So, too, do Agent Terry's brothers-in-arms in the border patrol, the Mexican government, and the American people. Unfortunately, your assertion of executive privilege raises more questions than it answers. The Attorney General's conditional offer of a "fair compilation" of a subset of documents covered by the subpoena, and your assertion of executive privilege, in no way substitute for the fact that the Justice Department is still grossly deficient in its compliance with the Committee's subpoena. By the Department's own admission, it has withheld more than 130,000 pages of responsive documents.

I still believe that a settlement, rendering further contempt of Congress proceedings unnecessary, is in the best interests of the Justice Department, Congress, and those most directly affected by Operation Fast and Furious. In light of the settled law that confines the constitutionally-based executive privilege to high-level White House communications, I urge you to reconsider the decision to withhold documents that would allow Congress to complete its investigation.

In the meantime, so that the Committee and the public can better understand your role, and the role of your most senior advisors, in connection with Operation Fast and Furious, please clarify the question raised by your assertion of executive privilege: To what extent were you or your most senior advisors involved in Operation Fast and Furious and the fallout from it, including the false February 4, 2011 letter provided by the Attorney General to the Committee? Please also identify any communications, meetings, and teleconferences between the White House and the Justice Department between February 4, 2011 and June 18, 2012, the day before the Attorney General requested that you assert executive privilege.

NEW YORK (AP) -- Barclays PLC and its subsidiaries have agreed to pay more than $400 million to settle charges that it attempted to manipulate and made false reports related to setting key global interest rates.

The rates affect the costs of hundreds of trillions of dollars in loans and investments such as bonds, auto loans and derivatives.

The U.S. Commodity Futures Trading Commission said Wednesday that the incidents occurred between 2005 and 2009 and sometimes took place daily.

The CFTC said Barclays senior management and multiple traders were involved in the matter and that they also coordinated with traders at other banks to make false submissions.

"Banks must not attempt to influence LIBOR or other indices based upon concerns about their reputation or the profitability of their trading positions," CFTC Chairman Gary Gensler said in a statement.

The data was used in determining the London interbank offered rate ? known as LIBOR? and Euribor rates, which influence many other interest rates.

The LIBOR is an average rate set by banks each morning that measures how much they're going to charge each other for loans.

Barclays' settlement with the CFTC includes a $200 million civil penalty. Britain's Financial Services authority levied a fine of 59.5 million pounds ($92.7 million), the biggest fine ever imposed by the British regulator. Barclays also agreed to pay $160 million as part of an agreement with the fraud section of the Justice Department's criminal unit on a related matter.

Barclays President Bob Diamond also announced he and three senior bank executives were waiving any bonus for the year as a result of the case.

The other executives include Group Finance Director Chris Lucas, Chief Operating Officer Jerry del Missier and Chief Executive of Corporate and Investment Banking Rich Ricci.

While parts of the International Space Station have been in space for years, one thing it is never short on is cameras. Scientific instruments and imaging satellites are all well and good, but there's no replacement for the eye of a skilled photographer aiming several thousands of dollars worth of DSLR equipment?at the Earth. Don Pettit is a frequent orbiter, and has produced some amazing images and time-lapse images. Here you can see a a picture of just how many cameras they keep on hand to capture those photographs.

All the cameras are Nikons, you'll notice; it may be that he's just a Nikon guy, but NASA chose to buy and modify Nikon bodies years ago, so chances are at least some of the ones Pettit is using are from the 2009 fleet of D3s DSLRs they sent up ??certainly at least one, by his right shoulder, and you can spot new D2Xs in this follow-up picture. While they do bring up new ones, they are unlikely to bring them back down; some are even allowed to burn up during reentry.

Wondering why they might need so many? With a big crew working on many different projects, it's probably good to have spares. But as Pettit himself shows in this photo, some setups require more than one camera or location ? for capturing panoramas, for instance.

And anyway, leaving them in place might be preferable; who wants to drag around a camera with a two-foot lens through narrow corridors in zero gravity?

I would use my friend if they were involved in a service industry that I needed to use. ?As far as I see it, there is much more accountability in friendship when hiring a service professional. ?But, how good is your friend at what they do?

One of the problems with hiring a friend might be that they are horrible at the service they provide. ?Maybe they are hated or they are the ?talk of your sphere? in the way they don?t pack the gear to serve in their chosen industry.

That is when you have a?definite?dilemma. ?Your ?friendship? will now be tested when you don?t use them to help you and especially if they find out. ?How honest can you be with them? ?Can you say to them, ?Hey, I was going to use you for? ?But you are horrible!? ? or ? ?So and so is better???

What about an agent that is tops in their Field within the Santa Clarita real estate world, but always asks for permission to help you? ?Permission only asked when you are ready to do the hiring? ?

Colorado town evacuated as fire nears

COLORADO SPRINGS, Colo. (AP) ? A wildfire near Colorado Springs erupted and grew out of control to more than 3 square miles over the weekend, prompting the evacuation of a popular vacation town and the closure of nearby highways Sunday.

At least 11,000 residents of the town of Manitou Springs and nearby communities of Cascade, Chipita Park and Green Mountain Falls were ordered to leave Saturday or early Sunday. The fire quickly grew to more than 2,000 acres amid tinder dry conditions, gusty winds and temperatures that reached into the 90s.

Officials didn't immediately have a count on those evacuated from campgrounds, inns, rental cabins and other vacation properties that were emptied, but an evacuation center set up at a high school housed mostly tourists.

They included Mark Stein of Morristown, N.J., whose family arrived after midnight Sunday at their Manitou Springs hotel for a week of whitewater rafting and sightseeing.

"We were sleeping for 15 minutes when they started knocking on the door ? a day from hell," Stein said of the day of travel. With his wife and 12-year-old son, Stein spent the first night of his vacation setting up cots for more than 100 evacuees who slept at the school.

"I think it's the best vacation ever. This is what the real world is about. There's a lot of people that need help," Stein said.

The fire also prompted evacuations for the west side of Colorado Springs and in the towns of Cascade and Ute Pass, but no structures have been destroyed and no buildings were under immediate threat.

The Garden of the Gods park, which has dramatic red rock formations, was also closed. Pikes Peak, which inspired the song "America The Beautiful" and is the most-visited high-altitude peak in the nation, was completely obscured by grayish smoke.

Officials closed traffic into Manitou Springs, a vacation town at the base of Pikes Peak, and shut down the Pikes Peak Highway, which goes to the top of the mountain.

Hundreds of other residents were under voluntary evacuation orders and were packing up, the Colorado Springs Gazette reported Saturday.

About 350 firefighters were dispatched to the blaze, with more in the way, said Rob Deyerberg of the Fairmount Fire Protection District. But the fire remained zero percent contained as it burned through the night. A plume of smoke from the foothills near Pikes Peak thickened and turned from light gray to brown.

Crews were expected to contend with similarly hot and gusty weather on Sunday. The National Weather Service said temperatures were forecast to be close to 100 degrees throughout much of the state.

Colorado and other parts of the Southwest have become a tinderbox for wildfires as the region faces extremely dry or prolonged drought conditions. At least seven were burning across the state, where officials have been challenged by one of the most severe fire seasons in recent memory.

The weather also helped fuel another blaze that sparked Saturday and destroyed 21 structures near the mountain community of Estes Park. Investigators were determining whether it started in a cabin or as a wildfire before moving toward the homes, according to the Denver Post.

"Even though we lost 21 (structures), which is a huge tragedy, we saved many homes because of firefighters' efforts," Estes Park Fire Chief Scott Dorman told evacuees.

A separate fire continued burning near Fort Collins, scorching more than 118 square miles and destroying at least 191 homes. That blaze has become the largest and most expensive in Colorado history.

Elsewhere in the West, firefighters made progress against wildfires in Utah, New Mexico and California.

? In Utah, about 2,300 residents were allowed to return to their homes Saturday after officials determined a wildfire no longer posed a threat to homes near Saratoga Springs and Eagle Mountain. Officials believe that fire was started Thursday by target shooters. A second major fire has burned 16,500-acres of high desert near the central Utah town of Delta.

? In California, a wildfire about 60 miles north of Los Angeles triggered evacuations of campgrounds around an off-road recreation area on Saturday. Ventura County fire officials said the fire has blackened at least 400 acres in the Hungry Valley State Vehicular Recreation Area, along the Interstate 5 corridor in Gorman.

? In New Mexico, a lightning-caused wildfire that destroyed 242 homes and businesses is 90 percent contained after heavy rain helped crews Friday. The 69-square-mile fire near Ruidoso began June 4. Meanwhile, the largest wildfire in state history was 87 percent contained. It has burned more than 464 square miles after two blazes merged on May 16.

Better looking birds have more help at home with their chicks

ScienceDaily (June 25, 2012) ? In choosing a mate both males and females rely on visual cues to determine which potential partner will supply the best genes, best nesting site, best territory, and best parenting skills. New research published in BioMed Central's open access journal Frontiers in Zoology shows that male blue tits' (Cyanistes caeruleus) parental behavior is determined by female ornamentation (ultraviolet coloration of the crown), as predicted by the differential allocation hypothesis (DAH).

DAH makes the assumption that aesthetic traits indicate quality and arises from the needs of a parent's current need to ensure current reproductive success and the reproductive success of their offspring. Ornamentation and its maintenance is a cost which reduces energy available for reproduction, but without the ornamentation an individual may not be able to secure a mate. Ornamentation also plays a role in competition between males and between females, as well as signaling potential reproductive success.

But reproductive success does not only depend on the best genes and the best nest, it also depends on parenting skills. Researchers from Konrad Lorenz Institute of Ethology, supported by the "Sparkling-Science" Program, investigated the effect of female ornamentation on the chick-rearing behavior of their mates. Both males and female blue tits have feathers on the top of their heads which reflect UV light. After their chicks had hatched, female blue tits were captured and their crowns smeared with either duck preen gland oil containing UV-blocking chemicals or the oil alone.

Although the UV-blocking chemicals did not alter the behavior of the females, their mates made fewer hunting trips to feed their brood. However the males made the same effort to protect their nest and defend their chicks as males with oil-only treated females.

Dr Matteo Griggio, co-author of this study, commented, "This is the first study to show that male blue tit behavior depends on female ornamentation. Even though our experiment was minimally invasive to avoid partners not being able to recognize each other, the behavior of male blue tits in this study matched the DAH. DAH also predicts that less attractive females should increase their parental investment but we found no compensatory female behavior."

Utah Sen. Hatch seems to have weathered GOP storm

SALT LAKE CITY (AP) ? It was an entertaining exchange, as one-man debates go.

Dan Liljenquist, hoping to shock the political world on Tuesday, didn't let Republican Sen. Orrin Hatch's absence this month stop him. The GOP challenger opened his show with the usual call for new leadership in Washington, took questions from a pretend moderator and used a video recording of old Hatch interviews and speeches to provide the incumbent's response.

Hatch had his own play for the cameras the next afternoon. He met Republican presidential candidate Mitt Romney at the Salt Lake City airport and walked with him to an awaiting car as TV stations got the shot.

If there's one political endorsement that matters in Utah, it's Romney's. He graduated from Brigham Young University, oversaw the 2002 Winter Olympics in Salt Lake City and carried more than 90 percent of the vote in the state's GOP presidential primary in 2008.

The two scenes captured the political dynamics at work leading up to Tuesday's Senate primary.

Liljenquist, 37, had no alternative but to undertake some unorthodox moves to get voters' attention, Hatch, 78, let his campaign treasury of nearly $10 million and other GOP leaders make his case for a seventh and final term. Sensing he's far ahead in a state where the Republican primary winner is the heavy favorite in November, Hatch has bobbed, weaved and carefully avoided any mistakes that could lead to a surprise loss.

Hatch's strategy underscores the diminished threat to his 36-year tenure in Washington.

Under Utah's unique system for picking GOP Senate candidates, delegates to the party's state convention get the first crack. If any one candidate gets 60 percent of them, there is no primary. Hatch won 59.2 percent of the more than 3,900 convention delegates in April, 32 votes short of the number needed to avoid a runoff with Liljenquist. He had told activists, "It will be my last six years in the U.S. Senate, but they'll be the best six years and the most critical six years of all."

After watching then-Sen. Robert Bennett go down to defeat at the Utah GOP convention two years ago, Hatch was concerned enough that he spent most of April in the state and skipped two weeks of votes in Washington.

When Liljenquist pressed for a televised debate after the convention, Hatch's campaign said the incumbent's Senate duties in Washington allowed time for only one radio debate. It took place June 15.

"Their strategy is to very much keep him away and out of the state," Liljenquist said. "We're not surprised by that. We think he has a hard time justifying many points of his record."

Kelly Patterson, the former director of the Centers for the Study of Elections and Democracy at Brigham Young University, said Hatch's strategy makes sense.

"Liljenquist doesn't have a lot of money to draw attention to himself and make a go of it," Patterson said.

Hatch has spent the past two years reaching out to his critics while shifting his votes and commentary to the right. The American Conservative Union gives him a lifetime score of voting right on nearly 90 percent of its issues; the past two years it was 100 percent.

"People around here really support Hatch, but they were discouraged by some of his votes," said Joni Crane, GOP chairwoman for Uintah County in eastern Utah. "They always intended on voting for him, but they wanted to get their pound of flesh. People are sending him a message: We want you there, but we're not happy."

Outside forces played a big role in defeating Republican Bennett in 2010, but have been less united in taking on Hatch. The conservative Club for Growth, for example spent about $250,000 to oust Bennett, but stayed on the sidelines in Hatch's race. Barney Keller, a spokesman for the group, said it views Hatch as a moderate who "has moved to the right to save his skin."

"In a lot of ways we already have had an effect," Keller said. "It's not always the win-loss record."

A political action committee affiliated with the tea party movement, FreedomWorks for America, has spent nearly $900,000 so far to orchestrate Hatch's defeat. Yet even that amount puts only a dent in the financial edge that Hatch enjoys.

As the senior Republican on the Senate Finance Committee, Hatch has taken in $3.9 million in PAC contributions from corporations and trade groups. His campaign has spent about $10 million so far, including $1.9 million just in the past two months.

Liljenquist's campaign has spent $614,000, largely due to $400,000 he loaned it. He served three years in the state Senate before resigning to challenge Hatch. He notes that he led efforts to overhaul the state's Medicaid program and its pension system for state employees

Hatch has confronted Liljenquist's calls for new leadership by emphasizing that he's in line to run the Senate Finance Committee if Republicans take control of the Senate. The committee has oversight over tax issues and trade as well as Medicare, Social Security and other big drivers of government spending.

"Let's be honest about it, Utah is going to have a great advantage with me as chairman," Hatch said in the one post-convention debate with Liljenquist, on KSL Radio in Salt Lake City.

Liljenquist's case is that Hatch has used his influence to increase government spending through pet projects, his partnership with the late Sen. Edward M. Kennedy, D-Mass., in creating a $9-billion-a-year health care program for children and his vote for Medicare prescription drug benefits.

"I am running, senator, because you could become chairman of the Senate Finance Committee, not in spite of it," Liljenquist said.
